2026 Participant Biographies

Joanne M. Carroll is the Executive Director of Trans Advocacy Pennsylvania; a former three-term Commissioner on the Pennsylvania Governor's Commission on LGBTQ Affairs; Past President of TransCentralPA, Past President and Past Vice President of EqualityPA, and is the Co-Chair Emerita of the Keystone Conference

She serves as a Consultant to the Pennsylvania Department of Corrections and served as a member of the Governors’ LGBT Working Group, she is a Commissioner for the Millersville University - President’s Commission on Gender and Sexual Diversity, and is a member of the Transgender American Veterans Association and is a Life Member of the Disabled American Veterans./

She was an active member of the Open and Affirming Ministry Team of the Penn Central Conference United Church of Christ (UCC) (now known as the Keystone Conference UCC) United Church of Christ (UCC )- and is an active member of Christ Church United Church of Christ where she served for two years as the President of Consistory (Leadership Council) in Elizabethtown, Pennsylvania. She is a member of Lancaster County Embrace, a group providing support to congregations that affirm LGBTQ persons of faith, and by the way, she is an ordained Minister and preaches often in multiple venues in Pennsylvania and routinely serves as a wedding officiant.
